The Book says, “This method for inserting a neckline placket is faster and less costly. However, there is an unfinished look on the inside of the garment.” This is definitely the easiest of the three neckline plackets I did this past week, but The Book is pretty snooty about using it only for “Budget” garments, which explains the name of it, I guess.
Okay, in addition to the front of the garment, you need two placket pieces; an under placket and a top placket. The under placket should be slightly more narrow than the top placket, but The Book didn’t give any ratios or more information than “slightly”. So good luck with that. 
Attach interfacing to one half of both placket pieces, on the wrong side (NOTE: I forgot to mark the wrong side of the fabric until a few more steps down.) 
Fold in half along the length, right sides together.
Sew along just one short end of each
When you prep the garment’s neckline, you’ll want a fun little triangle cut out at the bottom of the placket area
Pin the folded plackets to either side of the neckline placket opening, raw edges matching, on the right side of the fabric
Sew down the length of the plackets
Turn the plackets to the wrong side of the garment
They’ll sort of layer on top of each other on the wrong side
Fold the garment top down at the end of the placket. You’ll have just the little triangle cut-out and the bottom of the placket pieces poking up
Stitch those all together, just along the length of the bottom of the triangle
Flip the top of the garment back up and flip the placket pieces both back to the front. Note the unfinished inside. So budget, I know.
Because you sewed the bottom, they should still stay layered, creating the finished budget placket.
